Dragonsire's TARDIS and Community Lots

First of all, I'm sorry if this is in the wrong spot.

I'm trying to get Dragonsire's old TS2 mods to work: http://dragonsiremods.blogspot.ca/search/label/Available%20Downloads

I've actually had some luck. I got my sim to be a Time Lord and everything in the TARDIS works - EXCEPT for Community Lot travel.
It just doesn't seem to show up in the pie menu. Is there any way someone could peek into the files and see how to enable it or get it to work?
