I tweaked a lot of the terrain in the game itself, so I'm giving you a decorated neighbourhood instead of a terrain (this is mostly because I wanted to create beach lots for you). Just unzip it in Documents -> EA Games -> The Sims 2 -> Neighborhoods. (The hood is 009 and I suspect you don't have it up that high, so it shouldn't cause any problems.)
